Historical $9.99 Public Service tier sits between 22 and 92 SU (Post Office Distribution Center 92, Large Library 70, Large Court house 62), and 98 fits at the top of that band. If you need Public Service coverage in your build, this is the strongest structure offered at this price point in over a year.
The story isn't Vol 42 by itself — it's what Vol 42 reveals about $9.99 post-reduction. One week ago, Southside Boxing Club shipped at 3 SU Essential. This week, Regional Police Station ships at 98 SU Public Service. Same price tier, 32× the SU output, depending entirely on which category Upland chose to drop. Players still building a balanced neighborhood need to know: at $9.99, the SU you get is determined more by category than by price.
Two weekly drops have now happened post-reduction, and Upland still hasn't published per-structure SU deltas for the 150+ service structures whose footprints shrank on April 22.
